I answered a call from this number, there was a long pause at the beginning (suspicious) and then a lady suddenly come on saying that her name was Joy then the call ended like she hung up on me. I tried to call back but the number is not connected.

Definitely this VOIP number is now being used by scammers. Do not answer. When you call the number back, it puts you on hold for an "agent"... and then, yep, it is a scam call centre. SCAMMERS. SCAM SCAM SCAM
