In addition to my last comment, another site says the phone carrier associated with this mobile number claiming to be Telstra is Vodafone, not Telstra. So, more than likely a scam.

I let the call go to voicemail. Message claimed to be from Telstra, saying my mobile service would stop soon. Press 1 for English and 2 for Chinese. Then message was repeated in Chinese (I assume).
As the number doesn't appear in search engines as related in any way to Telstra, I'm guessing it's spam/scam.
