The call is an automated message from China, first in English then Chinese. The English part claims to be Telecom (That company no longer exists in Australia) the Chinese part I cannot translate (I'm not Chinese).
There have been many of these calls comming from numbers with the 0451 prefix recently, so be warned DO NOT ANSWER! DO NOT CALL THEM BACK OR REPLY TEXT!!!!
